Saudi–German Business Council · EST 1997

Build in Saudi Arabia. Grow Across the Region.

The Saudi–German Business Council connects German industrial strength, technology and expertise with the investment opportunities, manufacturing capabilities, market demand and long-term growth ambitions of Saudi Arabia.

We invite German manufacturers, technology providers, engineering companies, Mittelstand businesses and international enterprises to consider Saudi Arabia not only as an export market, but also as a competitive base for manufacturing, investment, regional expansion and sustainable growth.

Beyond Trade: Building Long-Term Industrial Partnerships

Saudi–German business relations have traditionally been built on trade, engineering excellence, industrial equipment, technology and technical expertise. The next stage must go further.

Our objective is to move Saudi–German relations beyond trade by encouraging German companies to establish manufacturing facilities, joint ventures, technology partnerships, regional service centers, research and development activities, and other long-term investments in the Kingdom.

A Saudi presence can bring German companies closer to major customers and projects, reduce transport distances and selected supply-chain risks, support locally adapted products, and provide a platform for growth across Saudi Arabia and the wider region.

For the right business and operating model, establishing a Saudi presence can create important commercial advantages compared with continuing to serve the market exclusively through exports from Europe.

Why Saudi Arabia Is a Strategic Manufacturing and Investment Base

Saudi Arabia is undergoing an extensive economic and industrial transformation. The Kingdom is actively developing its manufacturing base, strengthening local supply chains, expanding non-oil industries, and encouraging international companies to invest, manufacture, transfer technology, and build lasting local capabilities.

For German companies, this creates opportunities to:

  • Establish manufacturing or assembly operations closer to major Saudi customers.
  • Participate more competitively in Saudi localization and industrial-development programs.
  • Reduce transportation distances, delivery times, and exposure to international supply-chain disruption.
  • Gain more direct access to large projects in energy, infrastructure, water, mobility, mining, healthcare, food production, defense, digital technology, and advanced manufacturing.
  • Serve Saudi Arabia and use the Kingdom as a platform for expansion into the Gulf, the Middle East, Africa, and other surrounding markets.
  • Combine German technology, engineering, quality, and intellectual property with Saudi capital, market access, industrial land, infrastructure, and manufacturing capacity.
  • Develop products and services specifically adapted to Saudi and regional requirements.
  • Build long-term customer relationships through a genuine local presence.
  • Benefit from the Kingdom's young population, growing technical workforce, competitive energy position, modern logistics infrastructure, and ambitious national-development programs.

The economic case will naturally vary by sector and project. Our role is to help each interested German company examine the opportunity realistically and identify where a Saudi investment or manufacturing presence can produce a genuine competitive advantage.

Two Entry Pathways for German Companies

1. Companies with a Defined Investment Opportunity

If your company has already identified a product, technology, manufacturing process or service that could be established in Saudi Arabia, we invite you to submit your interest.

We can help facilitate initial discussions concerning:

  • The proposed activity or manufacturing operation.
  • The commercial demand within Saudi Arabia.
  • Potential customers and market applications.
  • Suitable Saudi industrial or commercial partners.
  • Joint-venture or licensing possibilities.
  • Manufacturing and supply-chain considerations.
  • Relevant localization opportunities.
  • Potential industrial locations and operating environments.
  • Introductions to appropriate stakeholders and supporting organizations.

2. Companies Seeking the Right Saudi Opportunity or Partner

A German company may be interested in Saudi Arabia without yet knowing exactly where to invest, which sector offers the strongest demand, or who the right Saudi partner may be.

Such companies should use our dedicated German Investor Interest section. Through this section, a German company can explain its capabilities, technologies, products, preferred form of cooperation, and investment objectives. We will then use this information to help identify suitable Saudi opportunities, industrial applications, potential customers, and credible prospective partners.

This pathway is particularly suitable for German companies seeking:

  • A Saudi joint-venture partner.
  • A licensing or technology-transfer arrangement.
  • A local manufacturing partner.
  • A Saudi investor.
  • An industrial site or manufacturing base.
  • A distributor with the capability to progress toward localization.
  • Access to specific Saudi projects or industries.
  • Assistance in evaluating where their technology may solve a Saudi market need.

How the Council Supports Investors

Practical Facilitation from Interest to Opportunity

We help move credible investor interest toward a focused bilateral business discussion by clarifying the opportunity, identifying relevant counterparts, and facilitating the first steps.

Depending on the nature and readiness of the proposal, our assistance may include:

  • Reviewing the company's initial investment interest and Saudi market objectives.
  • Helping the company clarify its proposed Saudi value proposition.
  • Identifying possible Saudi sectors, applications, and areas of demand.
  • Searching for suitable Saudi business, industrial, or investment partners.
  • Facilitating initial introductions between relevant German and Saudi parties.
  • Supporting early discussions concerning joint ventures, manufacturing, licensing, localization, and technology cooperation.
  • Helping the parties understand each other's commercial expectations and capabilities.
  • Directing companies toward relevant authorities, industrial bodies, or specialist advisers when required.
  • Supporting the development of a practical pathway for further engagement.

Our Support Is Free of Charge

There is no charge for submitting an expression of interest or for the Council's initial facilitation and partner-identification support. We do not charge German companies a commission for introducing them to potential Saudi partners, and we do not require payment simply to have an opportunity reviewed.

Our purpose is to strengthen bilateral economic relations and support the creation of meaningful Saudi–German investments, manufacturing projects, technology partnerships, and commercially sustainable joint ventures.

If a project later requires independent legal, financial, technical, licensing, feasibility, or professional advisory services, such services may need to be separately commissioned by the participating company. Any such requirement should be clearly disclosed and agreed upon directly with the relevant service provider.

Ordinary Council Membership remains available as a secondary section for those who wish to join the Council network. It does not compete with the primary investment and manufacturing objective.
